What was bad

very small 2 beds room; toilet had rusty faucets ("black"-rusty faucets); my bed's blanket looked extremely dirty with some chocolate-looking chips on it (could as well be mice poop, considering how trashy the place looked); I could only find 2 power outlets of which only one worked; 2 wall lights of which only one worked (we also tried to swap light bulbs, but didn't work); heating/insulation wasn't as effective as you would expect for a -8° day. my bed's blanket looked extremely dirty with some chocolate-looking chips on it (could as well be mice poop, considering how trashy the place looked); and bed sheets didn't look any cleaner either, so I preferred to sit on a chair while waiting for my friend to find ourselves another hotel. If "registering foreigners" falls in the "hotel service" category, then they couldn't help at all. They said they don't provide such "service", which as far as I can tell, should be in violation of Russian Federation immigration laws and Ostrovok.ru might be also held responsible for promoting such facilities. I'll consider reporting what happened to Russian authorities.
