Cudzoziemcy posiadający wizę turystyczną nie będą zobowiązani do zapłaty tego podatku. Podatek może zostać naliczony, jeśli pokój jest dzielony przez osobę podlegającą zapłacie podatku i osobę z niego zwolnioną.
