Obywatele zagraniczni posiadający wizę turystyczną są zwolnieni z obowiązku płacenia tego podatku. W sytuacji, gdy osoba podlegająca opodatkowaniu i osoba zwolniona z obowiązku podatkowego dzielą ten sam pokój, stawka podatku może zostać zastosowana do całego pokoju.
