Although the lobby has decent seating area, the rooms need some major renovations. The rooms are clean, but the television didn't work and there is no Wi-Fi in rooms, you have to go down to lobby to use. No shower curtain in bathroom, so make sure you dress in room or you could be wearing wet clothes. In our room it sounded like water from shower could come thru walls. Glad they have a small parking garage, because parking is horrendous in downtown Guadalajara. This should be a last resort if you just need a place to lie your head.

There is nothing Nuevo about hotel

My no-frills room was worn but clean and comfortable enough. I needed to ask for towels which were delivered in about 10 minutes. Staff was friendly and efficient. Although there are several wifi networks available, I could not get my iPhone to connect...oh well. 
OXXO store is right downstairs on the corner, and several Chinese restaurants are in the same block. A tamale vender set up his cart just outside the hotel entrance. Delicious!
Taxi fair to the airport is now $250MXN from this location.

Basic accommodation in a great location downtown

I stayed here July 14-16, 2006.
Decent budget hotel at 24-ish USD per night.  Located near Guadalajara's market (Mercado Libertad).  A moderate walk from the downtown area where the Cathedral is located.  My single room had a ceiling fan and a queen sized bed.  The bathroom was a toilet with a shower head two feet away.  (Toilet will get all wet while you take a shower since there's no shower curtain.)
Other things I appreciated include the friendly, helpful staff and other small things like the elevator for large suitcases and the nice decor in the lobby areas.  (Don't little things like these make hotels inviting?)
Some other guests were noisy in the extremely eco-ing hallways though I prefer some noise when I sleep.
The Guadalajara bus station is a ways away from the city so you pay 100+ pesos for a taxi.  Speaking of taxis, all of my taxi drivers said this particular hotel isn't in a safe area--though I experienced no problems.
For sure I'll stay here the next time I'm in Guadalajara.  It's a decent budget place in a convenient location.
