The room was nice, it was clean and has a nice view. Owner is helpful and offered me a late check-out and early check-in. Very quiet at the night time and you can find some restaurants around to eat. 
A lady at cafe is very friendly!

Great stay - Nice room

The staff couldn't speak english well at all. Not either capable to take any decisions them self and called the manager for everything. No service with bags, had to lift them up the three long stairs ourself. Asked for help to book a minibus from Phnom Penh - Sihanoukville wich the staff said they could fix. When we asked again in the afternoon nothing was booked by the receptionist and the minibus was fully booked. We booked a taxi instead trough the hotel we stayed our first night at. 

Bad customerservice

We booked this hotel for the beginning and end of our stay in Cambodia (flying into and out of Phnom Penh).   However, we were only able to stay there when we first arrived in Cambodia.  Two days before we were to stay there again, the hotel emailed telling us to cancel our booking.  That left us scrambling at the last minute to find another place to stay.  
For the two nights we did stay there - the room was clean and nice looking.  However, whenever anything was plugged in or turned on, the breaker flipped.  The manager was very apologetic and reset the breaker immediately.  It happened multiple times, though.  In addition, there was no hot water.  We reported it, and were told that it would be fixed the next day (was late at night when we checked in).  Unfortunately, when we returned after a day out, we were told that the problem could not be fixed, so there was no hot water the next day either.  The hotel did give a small discount because of the water issue, which was a nice gesture.  They assured us that the issue would be fixed before we returned.  Am guessing that it wasn't and that was the reason they cancelled our booking?  Not sure.  
In addition to the hotel issues, there is a restaurant/bar across the street.  A private party, with extremely loud music, was being held there during our first night.  It made sleeping after a 24 hours of travel impossible.  This was not the hotel's fault, and is certainly nothing that they have any control over, but it something that future guests should be aware of.  The second night, there were no issues with noise from the street.

Mixed feelings

Welcoming and pleasant staff during our trip.
However we had to remind for basic service to be pretty video daily (make the bed, empty the trash, put some soap...).
Room was nice and big but a bit smelly in the bathroom so we had to let the window opened.
Bottom line, during our stay in phnom penh, we stayed at 2 other hotels that are cheaper and provided better service.

Friendly staff but maybe new to hospitality

1. The tuktuk service is a total rip-off. According to other tourists the day fare for tuktuk drivers in Phnom Penh is 15-20 USD, this includes the trip to the killing fields, S21 prison and the Russian market. The fare is in line what we payed in Battambang for similar distances/time as well as in Angkor Wat. When I asked for the price in the hotel the guy on the reception quoted 45 USD for the trip by tuktuk and 75 USD by taxi. As we had booked only one night in the hotel we immediately checked out after we got the impression the hotel wanted to cheat on us. We went then to another hotel with the hotel dedicated tuktuk driver Mr. Ravi Pha (weared a WHITE HAT that day) with a GREEN TUKTUK which didn't look like the usual tuktuk rather like a tourist tuktuk. For the 800m/3min ride he said we should pay him what we found is fare hoping to get a day job from us. When we arrived at our new hotel we discussed with him the fare, first he quoted 25 USD but finally we agreed to 17 USD with the comment for a good service we would give a decent tip. Everything was good till the end of our day tour. As we needed a bus ticket to Sihanoukville we asked him to bring us to the IBIS bus company to buy the ticket. Instead of IBIS he dropped us off at his cousin's tourist agency. We told him we want to go to the bus company and he just answered don't worry, you get a good price. The cousin and the tuktuk driver strongly forced us not to take IBIS because of poor service and convinced us to take a Mini Van. We negotiated the price down from 15 USD to 13.5 USD per person, much more than we had paid for longer distances. The cousin promised us the Mini Van was much more comfortable than the bus, that's why it costs more. Later we found out the price when booking directly through the bus company is only 8 USD per person. Finally we got dropped off at our hotel. As we were satisfied with the tuktuk driver at that moment we wanted to give a 3 USD tip, so in total 20 USD. And then the driver showed his real face. He said it's 17 USD per person, in total 34 USD. After some discussions he took the 20 USD with a dissappointed face and told us in our country we would never accept 2-3 USD per hour. As he made us feel bad we gave him 2 extra USD in the end.
2. Toilet in the room was totally wet. It looked like someone had used it before our arrival. 
3. The last floor is supposed to be a rooftop bar. When we went there at 9pm 3 locals were sleeping on the couches and 1 local was hanging around the chairs. This weird situation made us leave the bar immediately. 
4. English level of staff is very basic which makes a convenient conversation to get advices for the day impossible

For tuktuk drivers, just go on the street, there are plenty of them, have a short chat with a few and choose a sympathic one you trust. That worked perfectly for us in Battambang. 

Big buses are much more comfortable than Mini Vans and aren't much slower. Always book directly, not at an agency.
