I do a lot of travel for work in Central Asia and I've staid at some fairly unclean places, but I have never staid in a hotel where I was genuinely afraid of the service staff. 

I stayed at the Aray for one week on business. The price and room quality were reasonable but the staff were the most unprofessional that I have ever encountered. The problem first started when I return to the hotel after work to find that my shampoo was missing. I called to the front desk to ask, and to see if they could contact the cleaner to clear this issue up. 20 minutes later a women came with my shampoo, yelling about how I threw it away (untrue) and that she needed to keep her job because her daughter was deaf. I told her everything was ok, my item was returned, I did not think she should be fired for the misunderstanding.

Two days later I used a towel to clean a mask off my face and left the towel in the bathroom. When I came back that night, the same cleaner said that I owed the hotel 5000 tenge for ruining a towel. I asked if she had put the towel in the wash or even attempted to clean it and she said no. I took the towel, cleaned it in the sink with hot water and soap and returned it to her spotless. She said that I still had to pay.

The next day I came back to the hotel to find that I was no longer allowed towels in my room. When I called to the front desk they said that the owner was mad at me. I asked why this was, as the towel was easily cleaned, and they continued to insist that I owed them money. I asked them to show me the stains, and they could not.

I refused to pay the extra charges. I am confident the cleaner stole loose change from the table side. Also the wifi is terrible. I would never stay there again.

Honestly the worst hotel I've staid at in Central Asia

I have only spent one night here but that said, the hotel was clean, the room was a decent size, the internet was included and the air conditioning worked.  Those are the positives; there was no hot water for 14 hours, the bed was like sleeping on a concrete pad [I could have slept on the road outside] and the restaurant has limited hours and limited food.  I went down for coffee at 6:00 am and found the clerk and what I am assuming were her parents, bundled up on the sofas on the main floor, sleeping.  No food or drink could be offered until 08:00 am.  There is also no security at this location which may be something to think about if you are a long term traveler. If you are passing through and want somewhere cheap and clean and have a good back, it is fine and appears to be a quiet neighborhood, but there are much better options in Aktobe.
