I must share this .... a quad I mean four bedded room in second floor with no lift and namesake breakfast.on line when you book it’s not revealing what I said but I don’t discourage the young travelling to Paris on a shoe string budget.... but for a middle aged family it’s a strict no no.... I fortunately ended up cancelling this stay on site after visiting the place offcourse ended up loosing 125 euros.,,, welll loss is worth

Please don't go to the Hotel Victor Hugo, if you value your sanity. A rickety staircase climbs three storeys to the attic rooms, where I was placed. Of course there's no lift. A new word should be invented for this hotel.  'Basic' just doesn't cover it. I wonder if it's covered by fire regulations.
I wanted to move the following day, as it was such a dive, but I had a busy schedule, so thought I would just have to put up with it. However, when I returned that same evening, the proprietor handed me a key to a different room and coolly informed me that he had had my belongings moved - in my absence and without my permission - to another room. Imagine someone handling your personal things: toothbrush, moisturiser, clothes, and so on. To add insult to injury, they hadn't even managed the move properly. They had left my underclothes behind! The proprietor was very reluctant to retrieve my undies, but I had to insist that he get them there and then. 
If the first room was bad: ancient brown, chipped paintwork,  the state of the second room defies description. It was like a little cell. There was a tiny single bed, a skylight with no curtain or blind over it, so that as soon as it got light you were woken up, a TV that didn't work, and no hairdryer in the bathroom.  I informed the proprietor that I would be leaving in the morning, and immediately went on line (thank goodness the wifi was working, as it was very problematic in this hotel) and booked another hotel for the rest of my stay. To go to a proper hotel where you are treated like a human being was bliss.
In addition, the area round Hotel Victor Hugo, is as rough as you can get. As a single woman, I felt scared when I returned there on the Friday night. There were pathetic little clusters of prostitutes waiting by the roadside, and nasty dark places where people lurked. In addition, there are mammoth roadworks all over the place and it's hazardous to walk. I spoke to a woman from New Zealand and her mother, and they went in and out of Paris by taxi to avoid the area.
