We were there for two nights as part of a group tour.  The hotel is on the second floor.  There is no elevator.  Wifi is not happening.  It is dirty.  Our room had no light bulbs in the bedside tables.   Our room was noisy.  And the electricity went out several times.
We ate at the hotel and the food was horrible.  They served a bowl of ice cream that was inedible.

Hotel Rex in Santiago de Cuba

Stayed for a couple of night in Dec 2018. My reservation was for the Libertad but they gave me room at the Rex. Very nice clean room with safe ($$) and view away from the street. Location is very good situated at Plaza Marte close to a lot of restaurants and nightlife and access to ETECSA public WiFi from some parts of the hotel. B/F was adequate in a very nice bar/dining area. Best attribute of this hotel is the rooftop bar, with a fabulous view of Plaza Marte. I recommend this hotel for budget travellers and I will certainly return.

Good Budget Hotel at Great Location In Santiago de Cuba.

Hotel Rex is located in the very downtown of Santiago next to Plaza de Marte square. If you go down the main street (Jose Antonio Saco) you can reach the Malecon and the park area alongside. Very close to Rex is barracks Moncada (now it is a museum) and the local headquarters of the Cuban Communist Party (just across the street from the main entrance of Rex). To my surprice, when I visited Moncada museum I saw hotel Rex on one of the photos....I asked the guide and she said that the Cuban revolutionaries (including Raul Castro) stayed in Rex hotel just before they attached Moncada back on July 26, 1953. There is a nice terrace on the top floor with a nice view to the city centre. The only negative is that mos of the rooms lack windows and are noisy but given the price and location it is a very good deal overall.

2 nights stay at the historical hotel Rex in Santiago

We booked this hotel for a over night stay on our visit to Santiago de Cuba. Firstly to reach the reception you have to climb the stairs to the 1st floor. As we are both disabled it was a struggle,and when we booked there was no mention of this. Our room was clean and tidy, air con working and perfect for a overnight stay. The hotel next to a park so very busy, but this did not bother us. Breakfast was adequate and cooked to order. Okay for a overnight stay but not for longer.

Over night stay

We organized a 2 day trip to Santiago from our Guardalavaca holiday whilst in the U.K.booked to stay at the Libertad but because of major road works they had no water or electricity,so we were moved over the square to the Rex and we were so glad they did.The hotel is basic, but clean and the staff very friendly. The roof top bar is a good way to watch life going on in the city.Also we met a young man who went by the name of "Michael Jordan" who then proceeded to organize a trip around Santiago for us in an old school bus,ending with a fantastic meal at a local woman,s small home restaurant,We saw Santiago as close to how the locals see it.And all 12 of us were very pleased with the hotel and its staff.

Small rooms, a lot without windows. The Hotel is super noisy with the tv running in high volume from the bar, which is in the centre of the hotel, and it is located near a big noisy square.
It is located close to the city centre, that have a nice rooftop terrace and the staff is ok. 
But other than that there is nothing nice to say.. Food and drinks where not impressive
