My room smelled like sewage. I actually thought I may have stepped in dog poop it smelled that bad. Terrible location. The constant beeping of horns at all hours was painful and led to a terrible sleep. Breakfast was meager and stale bread toast does not do it for me. Not enough coffee. Do not stay here. I had no choice as it was part if a tour. I will be suggesting that the company stop using it. 

Terrible hotel

Stayed here two nights as part of an Intrepid group tour.   Decent location, but nothing outstanding about it.  Wifi is free, but limited range.  Room was a decent size, but faced on street and with single glazed windows, was very noisy at all hours and smelt of diesel fumes at rush hours.  Others in our party asked to change rooms multiple times.  Breakfast did include a (small) egg, but otherwise the usual meagre bread and jam.  There were a couple of men behind the breakfast counter whose only function seemed to be to watch with doleful expressions while we ate (were we eating too much?)  Definitely would not choose to stay here again.

You can do better

There is no need to stay long or at all at Puno. It is an ugly place. But if you must...
This hotel has hot water (most of the times) and good beds. 
Most of the rooms have no access to daylight. The lobby has wifi and two pc's.

But... after we left our luggage for a one night stay on Titicaca, money was missing. The safes in the room are broken.

So, stay, have a good sleep but mind to lock your door properly and what ever you do, don't leave anything of value in your room. Most of our group were the victim of thieves in this hotel.

Fairly close to the two squares and main pedestrian area with the bars and restaurants, this hotel serves the purpose.  However, it is very dated and certainly in need of refurbishment.  Staff, however, are friendly and helpful and breakfast includes a fried egg:  a definite plus when, in many hotels, breakfast is little more than bread and jam.  There is a sauna and swimming pool in the basement of the building.
