Not a great stay but it will do for a few nights, considering all the other options in the area and the price.
I really liked the view from the room when the sun was rising but I admit I wasn't so glad I had to be up at that hour to be able to go to breakfast, witch started at 7.30 and was available only for 2 hours instead of 3 as I was used to.
The room was recently renovated so it met my expectations, I have no complaints in the area.
The food was good but pretty plain and the way they organised the meal shifts for the guests was not very inspired (1 hour only for lunch).
I really want to praise them for the staff though, they are well trained and made out all of our requests.
One more complaint: the towels should be changed daily.
All in all, I would go there again but only because there are much worse alternatives in the romanian seaside and more expensive.

Please bear in mind that I am English, not Romanian, and this review is my point of view, Romanians may not agree with it, and I understand that, there may be cultural differences and/or differences of opinion. 

Hotel Opal, Jupiter: The exterior & balconies look poor, unfinished bumpy uneven concrete, and painted, it looks like they've painted an undercoat but not a top coat. The decking at the front of the hotel is shabby with poor repairs to it and the furniture needs replacing. The hotel interior is nice enough, but still shows reminders of its Communist past.

Room 410: The room was OK, it appeared to be recently renovated, there are plugs on the bedside tables to charge electronics or to plug in the bedside light, you can't use both at the same time. There were no bathroom beakers (so bring your own) & no TV remote - we had to ask reception for the remote twice, and they promised to send someone up - they didn't, in the end we had to go downstairs to collect it. There's no coffee/tea making facilities in room. The Padura view rooms face west so the afternoon/evening sun heats up the room, so draw the curtains if you go out, luckily our AC was working perfectly. We had no major complaints about room 410, and is next to the emergency stairs. It's a no frills hotel, adequate for what we wanted, the State of the exterior is cosmetic. The bathroom was gig, as was the shower.

The balcony: The Padura view includes the car park, but they don't explain that. The view directly below the balcony isn't so nice, but it does have a restricted view of the sea from the corner, our balcony had two chairs but no table.

Breakfast: it's self service, and it's what you would expect at a 3 star hotel. It has a good selection of pre- cooked food, fresh fruit, hot & cold drinks, and it seems to be good quality. Breakfast starts at 0730 and there's usually a line, it gets busy from 0800. For some reason, the hotel seems to think we want to listen to poor quality 80s music covers while we eat breakfast. 

Lunch: Your floor dictates the lunch sitting time, we were 4th floor, so our lunch slot was 1300-1400. Lunch is self-service and reminded me of UK school dinners in the 70's, except it's self service. In my opinion, the quality of the lunch food is average, I skipped lunch after I tried it on the first day. I don't think they do all inclusive, just breakfast & lunch. You get a bar-coded bracelet to give you access to the dining room via a turnstile. There are limited spaces to eat outside. 

General area/outside restaurants:
My sister in law is a Romanian public food/health inspector, any fish or seafood you see on restaurants or takeaways in Jupiter will be frozen, not fresh.

The Terasa Capitol: terrible service
I paid 43 lei for a "Race Burger", it took them 30 minutes to cook and was rubbish, I cannot recommend it.

Hotel Opal, Jupiter Black Sea resort, Romania

Loved to stay at Opal Hotel. Rooms were just renovated and the view over the Black Sea is superb. Breakfast is not spectaculoase but it serves the purpose. The location is top in my list beeing situated very close to the sea. We came with a little baby and everything was perfect. Try it if you want some relaxfull late summer holidays.

Top view and location for a decent price

I visted the hotel in a weekend middle of June.  The hotel building is not new but has majore renovates. There are spaces for other upgrades but until now they make a good job. I stayed on a suite with sea view which is great. The bathroom is big, has only shower not a bathtub too. I also had a storage room and a living room which togheter with bedroom has acces to balcony. 
Unfortunately the walls are little thin and you may can hear other guests, but my opinion is that you did not came at sea to stay in hotel. 
The staff is very kind, Front Desk, Restaurant and Housekeeping. 
The breakfast was good, they have options for vegans ( i am not a vegan), for dinner also the food was good.
The hotel is very close to the beach which is a great avantage. For people who like taking photos, the hotel garden is very beautiful.

The visit was great and I reccomend to the owners to continue to invest in hotel and also in staff


Beautiful hotel, great staff

On the outside looks old and communist but once you enter you see that there gave been makeovers. 
The bathroom was new, clean just like their pictures and the view spectacular, we had the sea view.
We also had a balcony.
A bad vote for the cleanliness of the room, it wasn't the best. We found some hairs, dust and a little bug.
Per all it's all worth it. Money vs services. 

We loved it

A unique place by the Black Sea in a remote and quiet resort than has to be experienced at least once.
The room MUST have the sea view so you might be able to see a wonderful sunrise from your balcony or even your bed.

Everything is beautiful and the hotel personell is friendly and helpful.

Opal by the sea

Food is acceptable. Sometimes, at the end of meal hours food trays are not being re-filled.  Mess hall is most of the time crowded. Poor social distancing.  Not all the people wears face mask. Kind personnel. Rooms are daily cleaned. No water pool. For families they offer extra-beds free of charge.

3*** reflected in food and accomodation

The rooms are quite small but clean enough (maybe because it was the start of the season). The balcony is very small and almost unusable. The outside air conditioning unit is wrongly placed, blowing hot air on you, if you want to spend some time on the balcony.
The refrigerator is a joke (and not a good one).
The bathroom is small but the water pressure is good and hot water is available almost instantly. It was the first hotel, in my experience, with two bathroom failures in 7 days (first, the closet command breakdown; second, a water pipe leaking causing a serious water infiltration in the room). I must mention the plumber: funny guy and efficient.
The only rooms refurbished are from the 4th floor above. Be careful what you pay and what you receive.
The lunch prepaid system is tricky: if you don`t use all the money you already paid, the remaining amount cannot be spent on the terrace after check-out.
The food on the terrace is tasty but the offer is relatively limited.

Not great.

We were staying here for 2 nights as a part of a group trip, and i admit that first i was very disappointed about bathroom because it is very old, although the room in general is ok, the bed is nice and the balcony also has very nice view to the sea and to the park. The air condition is also working. We had have problem with toilet because is started to leak, but when we told our guide about this, they fixed it. The food is good, it is a lot of option to choose. The hotel has a good location, it is near to the beach and near to the city. So overall it is not so bad, but bathroom really need to be renovated as soon as possible.

Old but functional

A subpaar hotel. They provide nothing. Not hot water, no wify and no parking. The breakfast included in the price is only until 9 :30. I'm on vacation. I'm not getting up at that hour. Also 3 stars my ... . 
It smells like milldew.
