It's a excellent place to stay, it's not so far from the center, big rooms, clean sheets. A quiet place, excellent price per night, unfortunatelly at the front-desk nobody speaks english. I recommand this accomodation.

A very good place to stay

While location usually is my first consideration when staying the night in a city, everything this hotel had made up for the 30 min marshrutka ride (or 15 min taxi rides after dark) to get to the center, plus gave us a feel for the real life of the place. It's advertised as an apartment, but run like  a hotel (front desk will help with any questions or provide more tea or towels). Came with really nice kitchen stocked with dishes, pots and pans, dish soap, New sponge and dish towel, plus an electric kettle, a fridge and all the other things you'd expect from a hotel (tv, individual soaps, body wash, and shampoo, towels, tea and sugar). 
Perfect for our needs, though nothing to see in the immediate neighborhood. Front desk didn't speak English. 

best value for anything like it

This is nice and relatively small hotel with quite big rooms. We booked a room for two, which turned to be one bedroom apartment, with separate roomy kitchen. The bed is big enough for three (me, wife and 8 y.o. daughter).
There is a new plasma TV, air-conditioner, frige, hair drier, electric cooker, teakettle, some crockery.
WiFi is free and router was on our floor, so connection was fast even to watch online video.
There is a free car parking and the hotel is really ideal when you travel with a car or at least use a taxi, since it is far from the city center.
Personnel is very polite and courteous. 
Our family enjoyed  staying there and I would certainly choose it once again, when traveling by car.
There is a sport center neighboring with the hotel and they say there is a very nice park by the hotel (we did not get enough time to have a walk there).
