I recently went to Samara for the World Cup and and booked into the Hotel Zhiguli Ekonom. Located on one of the main streets and close to the Volga, and close to many bars and restaurants i found this place suitable for my needs. The staff spoke no English but were so friendly that my check-in was no problem. The room was basic but it was very clean and tidy and suited my needs. There was a small coffee shop in the foyer and the staff there were so amazing and helpful and spoke fluent english so all my questions about the city were answered. Samara is an amazing place and if your looking for a hidden gem with some basic accommodation i would fully recommend this place.
